STUART M. ADAMS

Stuart Adams is a community resilience engineer for housing, transportation, and disaster mitigation as a Program Manager at Stantec. He manages and supervises technical support to local, state, and federal agencies including MDSHA, MDOT, Amtrak, GSA and FEMA. His expertise in floodplain administration, sustainability, and building codes provides a strong understanding of community development and engagement. A resident of College Park since 2015, Stuart moved to the area to embrace the college-town atmosphere. He has served as the President of the Calvert Hills Citizens Association for three years where he led the effort, alongside residents and elected officials, to preserve Albion Woods. Stuart is an active participant at community outreach, supporting many great enhancements in our community including pedestrian safety and biking infrastructure improvements, lower property taxes, diversity and inclusion initiatives, and Smart Growth redevelopments. He is a community advocate who has challenged the deforestation of Guilford Woods, scrutinized PGC DOE priorities for the Calvert Hills Drainage Project, requested accountability from M-NCCPC on the Calvert Road Park and Airport tree "trimming" project, and has encouraged new ideas for responsible social amenities including a weekend, downtown "Streatery". I have lived in College Park Estates with my wife Melissa and our sons Robert Jr., Matthew and Maxwell, for 24 years. I have been an active member of the community for 22 years through many boards and commissions. Until I was elected to the Council, I was the President of the College Park Estates Civic Association, Chair of the Rent Stabilization Board, member of the Noise Control Board, and two-term former chair of the Advisory Planning Commission. I have also served as the 2003 Vice Chair and 2011 Chair of the City Redistricting Commission, and member of the Advisory Planning Group for 2002 US 1 Corridor Sector Plan. Over the last 22 years of service to our City and District 3, I have developed a deep understanding of our community while serving on many City Boards and commissions and as District 3 Councilmember for the last 10 years. My goal is to continue being a strong leader in building a better College Park through a strong focus on public safety, Smart Economic development, and strong K – 12 schools support my vision a community that people and businesses want to call home for years to come.

John Rigg has served as Councilmember for District 3 since 2017, living with his family in Calvert Hills since 2007, where he served for five years as President of the civic association. A leader on city council, natural collaborator, and tireless community activist, John has worked hard to protect the character of College Park’s neighborhoods while bringing amenities and smart development to our city. John has delivered results for District 3: he fought to conserve open forest land on Albion Road, worked with UMD leadership to create a city-university daycare at a vacant school site on Calvert Road, and led our city’s efforts to develop support programs for businesses and residents during the COVID pandemic. John has master’s degrees in Public Administration and Health Administration, and works as a Senior Advisor at HHS. He served in the White House under two presidents, and worked in the House of Representatives. He volunteers as a Paramedic, and is active at his church.
