Hello District 2 residents. I am Robert Catlin, a city resident for 32 years. Many of you will remember me, I served on the city council from 1997 to 2013 and also served as the Mayor Pro Tem from 2002 to 2013. In my time on council and in the years before and after, I largely focused on development, quality of life and housing issues. While these issues continue to this day, development over the past 15 years has meant that today we have the tax revenues to address problems and issues like never before. Since my time on counciI, I have stayed involved as I am currently co-president of the Berwyn District Civic Association, vice chair of the College Park Housing Authority (Attick Towers), a board member of the College Park Academy public charter school. While retired now, I have bachelor and master’s degrees in economics. During my time on council I also served on the board of the College Park Arts Exchange and the Lakeland Community Heritage Project. Many of you have also seen me with Russell, as we have picked up litter from the area streets for many years. I look forward to hearing from you.

LLATETRA BROWN ESTERS

Elected to City Council in November 2020 by way of special election, Llatetra Brown Esters has called College Park, Maryland home since 1999. Over the last seven years, she and her husband have lived in the Oak Springs neighborhood. A higher education administrator, she has worked in the field for over 25 years. Her professional experience has helped her to develop the leadership skills necessary to deal with complex situations, make critical decisions, and engage with people from all walks of life. Prior to serving on the City Council, Llatetra served as a member of the Advisory Planning Commission (APC). She also served as an Election Judge for Prince George’s County at Paint Branch Elementary School. Llatetra looks forward to serving a full term as councilmember. If re-elected to City Council, Llatetra will continue to listen, seek to understand issues and concerns, advocate, and make informed decisions on behalf of the residents of District 2. Her priorities will focus on quality of life/ public safety, diversity and inclusion, fiscal responsibility and smart growth. Llatetra holds a Bachelor’s degree in Political Science, from Adelphi University, a Master’s degree in Student Personnel from New York University (NYU), and a Doctorate in Higher Education Administration/Community College Leadership from Morgan State University.

SUSAN L. WHITNEY

Susan Whitney is a sixteen-year resident of Berwyn. College Park’s safe, affordable, charming housing drew her and her husband here. After arriving, they started a family and vividly remember pouring change into CoinStar to cover childcare and the mortgage. Things are easier now, and their daughter has thrived in the area’s public schools. Susan is a runner and dog owner who loves the parks, trails, businesses and diversity of College Park. She likes the city’s trajectory and wants to continue that progress while ensuring it remains an affordable place to live & protecting the interests of its historic neighborhoods. As a business manager for a software company, she negotiates contracts and disputes, manages books and payroll, and collects from clients while maintaining good relationships. Outside of work, she co-founded the DC Lady Arm Wrestlers, which raised $55,000 for charities benefiting women & children. She served as treasurer for her daughter’s PTSA, bringing it into compliance for the first time in its fourteen-year history. As a former Gazette photo editor, she holds truth-telling & communication paramount. Susan has a bachelor’s in international relations from Tulane University and a master’s in journalism from the University of Missouri - Columbia, where her capstone project studied gentrification.
