The first census was conducted in 1790 and the count happens every ten years. The census count determines the distribution of federal funding and representation. "Apportionment" is the process of dividing the 435 memberships, or seats, in the House of Representatives among the 50 states. The apportionment calculation is based upon the total resident population (citizens and noncitizens) of the 50 states.
The Constitution provides that each state will have a minimum of one member in the U.S. House of Representatives, and then the apportionment calculation divides the remaining 385 seats among the 50 states. Congress decides the method used to calculate the apportionment. The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals. Each district elects a representative to the House of Representatives for a two-year term. The State of Maryland has eight congressmen.
Everyone that lived in College Park this spring should be counted here. Students living on and off campus, foreign students, children and infants, non-English speakers and non-U.S. citizens should all be counted.
