Redistricting Plan Ordinance 22-O-09

Ordinance Of The Mayor And Council Of The City Of College Park To Adopt Redistricting Plan “October Plan 1 Map” For Council Member Elections As Required By § C2-2 Of The College Park Charter.

The City is required to review its Council Districts every 10 years, after the federal Census count is done, to see if redistricting is necessary. In March, the Mayor and Council appointed a Redistricting Commission (RDC) and hired a consultant to study the data and return with recommendations to the City Council. The RDC determined that to have substantially equal districts, redistricting was necessary. Working with the consultant, the RDC drafted several proposals for new district boundaries for the Council to review. The Council discussed the proposed new district maps in September and October. Two of the proposed maps, “October Plan 1 Map” and “Map 3A” were brought forward for consideration. The City Council held a public hearing on November 15 on both plans. Following the public hearing, the City Council adopted “October Plan 1 Map” as the new districts for Councilmember elections.

22-O-09 was introduced at the Regular Meeting on October 25, 2022, and a Public Hearing was held on November 15, 2022. The Ordinance was then adopted on November 15, 2022 and will become effective on December 6, 2022 to be used in the next City election

TRAFFIC CALMING PETITION The Mayor and Council of the City of College Park will hold a Public Hearing on Tuesday, December 13, 2022 at 7:30 p.m. to take public comment on the petition request to install a traffic calming device (speed hump) in the 5000 Block of Branchville Road. All interested parties shall have an opportunity to be heard. After the Public Hearing, the Mayor and Council will take action on the request.

ORDINANCE 22-O-06 Ordinance Of The Mayor And Council Of The City Of City Of College Park Granting A Renewal Of The Cable Franchise To Comcast Of Maryland, LLC And Authorizing A Franchise Agreement ORDINANCE 22-O-11 An Ordinance Of The Mayor And Council Of The City Of College Park Amending Chapter 69, “Purchasing Procedures”, By Repealing And Reenacting §69-2, “Materials Excluded”, §69-3 “Responsibilities Of Finance Director”, And §69-5 “Awarding Of Bids”, To Increase From $30,000 To $150,000 The Value Of The Contract That Can Be Negotiated By The City Manager Without Going Out To Bid, And The Value Of The Contract That Can Be Awarded By The City Manager Instead Of The Mayor And Council, To Require The City Manager To Report Sole Source Contract Awards Of More Than $50,000 To The Mayor And Council, And To Make Conforming Changes.

This Ordinance will amend City Code Chapter 69 to increase the current limit of $30,000 to $150,000, both for the value of the contract that can be negotiated by the City Manager without going out to bid (§69-2) and the value of the contract that can be awarded by the City Manager instead of the Mayor and Council (§69-5); to include a reporting requirement, and to conform §69-3 to the new limit.

ORDINANCE 22-O-12 An Ordinance Of The Mayor And Council Of The City Of College Park Amending Chapter 38, “Code Of Ethics”, By Repealing And Reenacting§ § 38-4, “Definitions”, § 38-11, “Conflicts Of Interest” And § 38-15, “Required Disclosure – City Elected Officials And Candidates To Be City Elected Officials”, To Conform To Recent Changes To The Maryland Public Ethics Law.

This Ordinance amends the City’s Ethics Code to comply with the State Board of Ethics. The changes include a requirement that elected officials report any gift in excess of twenty dollars ($20) in value or a series of gifts totaling one hundred dollars ($100) or more from the Maryland Municipal League and the Maryland Association of Counties.

The Mayor and Council will hold a Public Hearing on these Ordinances and Traffic Calming request on Tuesday, December 13, 2022 at 7:30 p.m. during the regular Mayor and Council meeting.
